Pennsylvania has secured a $142.2 million expansion from First Quality Retail Services, strengthening the Commonwealth’s manufacturing base and supporting job growth in Mifflin County. The project will add 91 new jobs over three years and retain 2,441 existing positions across First Quality and its affiliates statewide.
First Quality — a major U.S. producer of personal care and household essentials — will add four new production lines at its Lewistown facility to meet growing national demand. The company has maintained a strong presence in Pennsylvania since 1989, expanding from incontinence products to wipes, feminine hygiene, and other household goods.
Governor Josh Shapiro called the project further evidence of the state’s competitive position. “Pennsylvania offers an exceptionally skilled workforce and a strategic location. Today’s announcement proves that businesses can grow and thrive here,” he said.

To support the expansion, the Pennsylvania Department of Community and Economic Development approved a $500,000 Pennsylvania First grant and a $110,000 WEDnetPA training grant. Local partners also secured PA SITES funding to enhance utility capacity at the St. Marys Industrial Airport Park, where First Quality has expanded operations.
Company leaders emphasized their long-term commitment. “We are thrilled to expand our manufacturing capacity in Lewistown,” said Allen Bodford, President of First Quality’s Absorbent Hygiene Division. Local officials echoed the sentiment, noting First Quality’s role as a top employer since arriving in 2009.
The investment comes as Pennsylvania’s manufacturing sector continues to gain momentum. Under Governor Shapiro’s economic development strategy, the state has attracted over $31.6 billion in private-sector investment and created more than 16,700 jobs, positioning Pennsylvania as the only Northeastern state with a growing economy, according to Moody’s.
The First Quality expansion marks another step in strengthening Pennsylvania’s standing as a national hub for advanced manufacturing and job creation.
