CF Industries, in partnership with Japan’s JERA and Mitsui & Co., has announced a $4 billion final investment decision to construct the world’s largest low-carbon ammonia production facility in Ascension Parish, Louisiana. The project, known as the Blue Point Complex, is expected to produce approximately 1.4 million metric tons of low-carbon ammonia annually upon its anticipated completion in 2029.
The joint venture will be structured with CF Industries holding a 40% stake, JERA 35%, and Mitsui 25%. Each partner will fund the project proportionally to their ownership share. The facility will utilize autothermal reforming (ATR) technology combined with carbon capture and sequestration (CCS) systems to reduce CO₂ emissions by over 95%. Approximately 2.3 million metric tons of CO₂ will be captured annually and sequestered by Occidental’s subsidiary, 1PointFive, at its Pelican Sequestration Hub in Louisiana.

The facility is projected to create 103 permanent jobs with an average annual salary of $110,000, along with approximately 1,500 construction jobs during the building phase. Louisiana Economic Development (LED) estimates an additional 311 indirect jobs will result from the project.
To support the project, LED has offered a competitive incentives package, including a $6 million performance-based grant for infrastructure expenditures, participation in the state’s Industrial Tax Exemption Program, and access to the Quality Jobs program.

The Blue Point Complex will be located at the RiverPlex MegaPark, a 17,000-acre industrial site in Ascension Parish. This location was chosen for its strategic advantages, including access to a skilled workforce, existing infrastructure, and proximity to carbon sequestration resources. The site is also near Hyundai Steel’s recently announced $6 billion clean steel facility, further positioning the region as a hub for advanced manufacturing and clean energy initiatives.
