The Wisconsin Housing and Economic Development Authority (WHEDA) has appointed Kristin Silva, Community Development Manager for Waukesha County, to its Board of Directors.

Silva brings extensive experience in affordable housing, community development, and public-sector funding programs. In her current role with Waukesha County, she oversees the Community Development Block Grant (CDBG) program and the four-county HOME Consortium, helping direct millions of dollars in federal funding each year toward housing initiatives, economic development projects, and community services.

WHEDA CEO and Executive Director Elmer Moore Jr. said Silva’s appointment comes at a time when Wisconsin communities continue to face growing housing challenges.

“Kristin’s experience in community development and affordable housing will be a tremendous asset to WHEDA’s Board of Directors,” Moore said. “She understands the complexity of Wisconsin’s housing challenges and the resources available to help us advance our mission to expand housing and economic opportunity across the state.”

Before joining Waukesha County, Silva served as Housing Program Manager at the Wisconsin Partnership for Housing Development, where she worked with community organisations, government agencies, and housing developers to strengthen housing programs, improve policy outcomes, and secure project financing. Her work helped foster collaboration between the public and private sectors across Wisconsin and neighbouring Iowa.

Silva said her career has reinforced the importance of strategic partnerships and coordinated investment in addressing housing needs.

“My experience with community development and affordable housing has shown me that using our resources strategically and collaboratively can make an enormous impact for people,” Silva said. “I am honoured to join WHEDA’s Board and look forward to supporting efforts to broaden choices in housing and economic opportunity for Wisconsin residents and communities.”

In addition to her professional responsibilities, Silva serves on United Way’s Safe and Stable Homes Advisory Council and the Waukesha County Emergency Food and Shelter Program Board.

WHEDA plays a central role in advancing housing affordability and economic opportunity across Wisconsin through financing programs, tax credits, and public-private partnerships. Its Board includes representatives from state government, economic development leadership, and public appointees serving staggered four-year terms.

Silva holds a Master of Public Affairs from the University of Wisconsin–Madison’s La Follette School of Public Affairs, as well as bachelor’s degrees in art and art history from the same institution.
